Major Project Procurement: Lessons Learnt from Successes and Failures
This session will explore how projects can deliver value for money for the taxpayer by investigating which procurement models actually work. It will also explore key characteristics of major project procurement such as:
- Are alliances the answer or just the current trend?
- How do you set a realistic Target Outturn Cost?
- Is there still a role for Design and Construct (D&C) contracts?
By the end of the session we hope to gain knowledge about why so many projects (especially mega projects) fail, and discuss how these failures can be avoided.

Luigi Rossi
Luigi is an industry leader in the development and implementation of major infrastructure projects and strategies, specialising in road, rail and building infrastructure. He encourages innovation and inspires creativity in his teams - whether Government or private - leading them to deliver to tight deadlines, high-quality standards, and celebrate success. Luigi is an expert in procurement strategies that align with infrastructure delivery and asset management with proper consideration of the appropriate risk allocation. As Director Contracting and Procurement, he was instrumental in introducing ECI and Alliance Contracting to SA. As Project Director Sustainable infrastructure Systems, he is again leading the field in the latest developments in sustainable infrastructure by providing leading edged technological developments in Fibreglass Reinforced Polymer (FRP) bridges, boardwalks, jetties and piers. He understands the private sector drivers and the importance of delivering projects and programs within agreed KPIs and KRAs to support clients' goals and objectives without compromising safety or commercial outcomes. Luigi was awarded Professional Engineer of the Year Award in 2014. He also received the Public Service Medal in the Queen's Birthday Australian Honours 2014 for "outstanding public service in developing and implementing major infrastructure projects". Luigi loves the beautiful game, is passionate about the arts and enjoys an excellent red accompanied by fantastic food.
Ly Galanos
Ly is a Principal at Aurecon who leads their Adelaide Transport Planning business. Graduating with a Bachelor of Civil Engineering from the University of Adelaide, Ly started as a graduate with the then Department of Transport and Urban Planning but later left to pursue a career in the private sector working for then Maunsell and joined Aurecon 4 years ago. With over 15 years of experience in civil and transport field, She has extensive experience working on a variety of large projects from the planning, concept design to detail design and delivery. She has a passion in the project management and design management of major infrastructure projects and has overseen the delivery of various multi-disciplinary projects which includes the Victor Harbor Duplication Planning Study, Integrated Planning Partner and City Tram Extension on North Terrace and King William Road. As a mother of 2 young children, Ly has been exposed to many challenging conditions, through which she has demonstrated capacity to learn, adapt and lead.
Andrew Milchem
Andrew is a mechanical engineer with extensive experience in engineering and construction and works as an independent consultant focusing on “providing outstanding commercial management for the engineering industry in construction, mining, infrastructure and industrial projects”. He has worked in client, EPCM, contractor and subcontractor roles, across a wide variety of projects, including Prominent Hill ~$1b, Adelaide Desalination Plant ~ $1b, and the Port Pirie Transformation Project ~$600m. More recently he worked on the high-profile North Terrace Tram Extension project. Andrew’s work is highly varied, ranging from the preparation of simple contracts right the way through to complex commercial issues and disputes. Along the way, he occasionally gets to do a little bit of engineering, as well as meet and work with some great people. In addition to his commercial work, Andrew is continuing to develop Hut12, a cloud-based project platform that currently allows users to send and receive communications along with attachments.
Sean Moules
Sean is an experienced Senior Director with 30 years’ experience in major Project and Program Management positions spanning the government, industrial, utilities, construction, aerospace and defence sectors. Sean has over 12 years’ experience as a Gateway Review Team Leader and has led reviews of multiple major projects and programs across the Government estate, including Defence, Infrastructure, Health, Transport, Business, Science, Treasury, Justice and Energy. He has delivered multiple programs up to $21Bn in value and has managed major industrial and manufacturing facilities, as well as delivering projects ranging from major construction to mining / utilities, restructuring, ICT, industrial automation and security. He is a Chartered Manager, Engineer and Scientist, Fellow of five Institutes including Engineers Australia, has degrees in Business, Industrial Logistics and Engineering and a wide range of project management accreditations. As an accredited Senior Lead Auditor, he also leads management system certification audits across Australia in Quality, Safety, Environmental Management, Information Security, Asset Management and Aerospace, Space and Defence Systems certification.
