Project governance by engineers
This panel discussion will help improve engineers’ awareness of the critical importance of governance, and its application to improve infrastructure outcomes, currently underperforming by around $30 billion each year in Australia.
Projects include all engineering disciplines (e.g., buildings, transport, energy, water, IT, biomedical, robotics, emissions reduction).
The aim of the series is to upskill Australia’s engineers in corporate and project governance, making them future ready (EA’s Strategic Goal) for the continuing benefit of the community. A selection of unique questions will be put forward to our panel for further insight.

With 30 years experience within the public and private sectors Dr Kevin Doherty has extensive experience in both strategic and operational leadership. As a proven organisational and people leader, he has successfully developed and led large high performing teams in complex environments often through periods of significant change. Kevin is a commercially and politically astute and is comfortable working in ambiguous and complex environments through innovation and agility. He has led significant commercial negotiations and delivered multi-billion dollar infrastructure projects and programs while demonstrating a commitment to positive cultural, customer, value for money, environmental and workplace, health and safety outcomes.

Director, Northern Region, Health Infrastructure
As the Director of Health Infrastructure’s Northern Region, Hayley Bell is responsible for the planning, design, construction and commissioning of infrastructure projects for NSW Health. Her $2.4B portfolio stretches from the Central Coast through the North Shore and parts of Greater Sydney, including Royal Prince Alfred and Concord Hospital. A respected and sought-after leader, Hayley’s team includes Senior Project Directors, Project Directors and multi-disciplinary consultants working to deliver an increasing range of projects. Hayley’s dual role as Acting Director, Commercial & Property in the Development & Commercial business unit oversees property strategy coordination, negotiations and delivery of property and commercial transactions, with a focus on managing and leveraging the value of health assets, precincts and partnerships in NSW. Over the past 15 years Hayley has worked in a range of roles across the planning and delivery of large and small scale health projects. These projects have allowed her to work with diverse communities with unique needs to deliver projects and programs that contribute directly to the health and wellbeing of the people of NSW. This includes successfully demonstrating the case for change on two new greenfield hospital campus projects to better align with State Government priorities, meeting population growth forecasts and assisting with achieving training targets and closing the gap for Aboriginal communities. These projects will change the way communities access healthcare.
Executive Director, Delivery, School Infrastructure NSW
David Tonge is Executive Director, Delivery at School Infrastructure NSW (SINSW), a division of the Department of Education. SINSW was set up in 2017 to drive the asset management, planning and delivery of school infrastructure across NSW.The NSW Government is investing $7.9 billion over four years, continuing its program to deliver 215 new and upgraded schools to support communities across NSW. This is the largest investment in public education infrastructure in the history of NSW. David leads a team of 120 people that is responsible for delivering this major capital works program with annual expenditure over $1.5bn and individual project values up to $300 million. He has worked in both the private and public sectors in Australia and the UK. Prior to SINSW, David was responsible for delivering projects for the NSW Department of Family and Community Services in its capital works program. His previous roles have included senior project manager at property and infrastructure consultancy APP Corporation in Australia delivering education, health and community housing projects, and eight years in the UK for Lend Lease, culminating as regional manager with responsibility for projects across the spectrum of residential, retail, hotel, commercial and public sector infrastructure. David’s focus in his role at SINSW is achieving the best value for money outcomes for this large and important program of work.

CEO, Engineers Australia
Romilly joins EA as our new CEO. Romilly was previously CEO at Infrastructure Australia where she was responsible for overseeing IA’s critical role in helping governments prioritise projects and reforms. Prior to this, Romilly was CEO of Green Building Council of Australia, in 2019 she was recognised with an Order of Australia. She is currently a Member of the Australian Academy of Technology & Engineering Infrastructure Forum; Member of Placemaking NSW Advisory Committee; Director of Sydney Olympic Park Authority; Independent Chair of the Currawong State Park Advisory Committee; Federal Government appointee, G20 EMPOWER; Director of Minerva Network (supporting elite sportswomen) and an active Surf Lifesaver.
